Urban development government and all states have got time till 27 November to notify the rules for real estate sector. Till now rules have been notified by Gujarat and Uttar Pradesh, and housing ministry has told norms for five Union Territories that have no legislatures.
Housing ministry had drawn closer the parliamentary Committee on Subordinate Legislation on 27 October to extend the due date since the vast majority of the states were probably not going to meet the target. Sources said the board has endorsed one month’s grace period. If states still fail to meet this time line, Centre can approach for another extension.
“But if the time line is extended again and again, home buyers can file PIL (PUBLIC INTEREST LITIGATION) and in that case states will be responsible,” said a government source. So that it can notify the final rules by this month end.
Few months back, PM Mr. Narendra Modi had raised concern over the delay in making of rules after laws are passed by legislatures, and asked ministers and secretaries to ensure that the rules are notified quickly so that peoples get the benefits of changes.
